Many were already angry about how long the oil giant took to cut the checks. So when they got the money — generally about a few thousand dollars each so far — they spent it fast.

Accountants have been trying to nail down the implications for thousands of taxpayers after President Barack Obama said BP would create a $20 billion disaster fund and provide another $100 million for oil workers who lose their jobs because of the six-month moratorium on deepwater drilling in the Gulf of Mexico.

Interior Secretary Salazar Seeks to Reimpose Drilling Moratorium

Interior Secretary Ken Salazar says he will issue a new order imposing a moratorium on deepwater oil drilling after a federal judge struck down the existing one.

Salazar said in a statement Tuesday that the new order will contain additional information making clear why the six-month drilling pause was necessary in the aftermath of the Gulf oil spill. The judge in New Orleans who struck down the moratorium earlier Tuesday complained there was insufficient justification for it.

"The decision to impose a moratorium on deepwater drilling was and is the right decision," Salazar said, adding that the moratorium is needed to protect the communities and the environment of the Gulf Coast that the Justice Department is appealing Tuesday's court ruling.

"We see clear evidence every day, as oil spills from BP's well, of the need for a pause on deepwater drilling," Salazar continued. "That evidence mounts as BP continues to be unable to stop its blowout, notwithstanding the huge efforts and help from the federal scientific team and most major oil companies operating in the Gulf of Mexico."

Salazar pointed to indications of inadequate safety precautions by industry on deepwater wells. "Based on this ever-growing evidence, I will issue a new order in the coming days that eliminates any doubt that a moratorium is needed, appropriate, and within our authorities."

Environmentalists and liberal lobbyists were quick to note Judge Martin Feldman’s financial interest in Transocean, an offshore drilling equipment contractor likely to be hit hard hit financially if the drilling ban continues. A number of groups circulated his disclosure forms to Washington reporters within minutes of his decision to reinstate drilling.

Feldman ruled that the moratorium was an "arbitrary and capricious" decision that would have an "immeasurable effect on the plaintiffs, the local economy, the Gulf region, and the critical present-day aspect of the availability of domestic energy in this country."

"It’s a clear conflict for him to decide this moratorium case," said Kate Gordon, vice president for energy policy at the Center for American Progress, a liberal think tank with close ties to the White House. "Transocean is the biggest contractor in the world and holds most of the offshore drilling contracts in the world. So the 33 Gulf rigs that would be affected by the moratorium, probably all of them have Transocean contracts. Transocean is the company with the biggest stake in ending this moratorium."

Environmentalists said Feldman’s investment in Transocean is emblematic of a broader pattern of Gulf Coast judges with financial ties to the offshore drilling industry. Earlier this month, the AP reported that 37 of the 64 active or senior judges in key Gulf Coast districts in Louisiana, Texas, Alabama, Mississippi and Florida have financial ties to oil, gas and related energy industries.

"That in itself is a big problem," said Gordon. "There should be a higher bar for doing conflicts checks in this case because this region is known for having conflicts on oil and gas."

Voters spoke in the Tuesday May 18th primary elections in Pennsylvania, Kentucky and Arkansas, tossing out a veteran senator, nominating a Tea Party-backed candidate and chosing a longtime aide to fill the U.S. House seat vacated by the death of Democratic Rep. John Murtha.

"This is what democracy looks like," Sestak said. "A win for the people, over the establishment, over the status quo, even over Washington, D.C."In addition to Paul and Sestak, another big winner Tuesday night was Democrat Mark Critz, who defeated Republican Tim Burns in a much-watched special election in Pennsylvania to fill the remaining months of the late Rep. John Murtha's term.

In his victory speech, Paul warned that "a day of reckoning" had arrived for the Washington establishment.

Lincoln is a Democrat who is at odds with her party's liberal base, particularly the unions and organizations such as MoveOn.org.

These Democratic activists are angry at Lincoln for opposing the public option that was considered in the health care reform bill, her refusal to back organized labor's policies and an unwillingness to rubber-stamp Obama's agenda.

Each of these races has its own unique storyline, but they share that common thread of anti-establishment. Bottom line, it is open season on political incumbents.

Mr. Hart noted that, to his own party's detriment, a series of major news events and legislative achievements—including passage of a sweeping health-care law, negotiating a nuclear disarmament treaty with Russia and making a quick arrest in the Times Square terrorism attempt—has not measurably increased support for Democrats. "A lot has happened," he said, "but the basic dynamic of the 2010 elections seems almost set in concrete."

A big shift is evident among independents, who at this point in the 2006 campaign favored Democratic control of Congress rather than Republican control, 40% to 24%. In this poll, independents favored the GOP, 38% to 30%.

Suburban women favored Democratic control four years ago by a 24-point margin. In the latest survey, they narrowly favored Republicans winning the House. A similar turnaround was seen among voters 65 and older.

"This is the inverse of where we were four years ago, and in a way that projects to substantial Democratic losses in November," Mr. McInturff said.
